The Carter County Clerk is the secondary clerk for this Kentucky split-clerk site. The assigned research identifies Debbie Johnston as Carter County Clerk. The County Clerk is not the custodian of Circuit Court or District Court case files. Instead, this office handles licenses, voter registration and election-related duties, written certifications of oaths of office, legal records and county records, county tax bill preparation, and delinquent real estate tax collection.

Search Carter County Clerk Records Online

The Carter County Clerk online records page links to eCCLIX for county clerk indexing. Private users searching for personal reasons with no commercial gain may search Carter County records only, are limited to five searches per day, and pay no charge. Carter County Marriage Clerk Records

Marriage licenses are issued by the County Clerk. Both parties must apply together, bring identification, be 18 or older under the clerk FAQ, provide parent-name spelling, and pay the local license fee. The license is valid for 30 days including the issue date and may be used in any Kentucky county, but not outside Kentucky.

1. Apply together at the County Clerk office with acceptable identification.
2. Provide each father's full name and each mother's full maiden name.
3. Pay the marriage license fee.
4. Use the license in Kentucky within the 30-day period.
5. Return the signed marriage application to the clerk after the ceremony.

Certified marriage copies by mail require written notice to 300 W. Main Street, Grayson, KY 41143. For marriages before June 26, 2020, include bride's maiden name, groom's name, and year. For marriages after June 25, 2020, include partner 1 or partner 2 maiden name and year.

That can be useful after a marriage, divorce, estate transfer, or land transaction, but it does not certify title or prove that a recorded document is valid.

For in-person work, the Grayson office is the main published County Clerk address and the Olive Hill branch gives residents a second local counter. The assigned Carter research does not state that every service is available at both counters, so a user needing a specific recording, certified copy, or payment method should call ahead before traveling to the branch.
